Districts V and XIII The Sinks
These districts hold the worst slums the city has to offer. The Sinks—so named because of the amount of dilapidation, flooding, and subsidence that has occurred there—are a virtually lawless maze of crumbling tenements, flooded habblocks, labyrinthine canals, bridges, shanties, and open sewers where few venture in from the outside. Here, the lords and ladies of the Undertow rule largely uncontested, and a man’s life is worth less than a good meal in the commercia. Of the two areas, District V holds what remains of Sinophia Magna’s working population, most eking out a toxic living gleaning scrap or taking on day labours for a pittance between long bouts of want. District XIII, however, is a different matter. Although little worse in appearance and easy to stray into unknowingly, it is truly a sinister and bloody locale, equal in danger to the worst underhives of major worlds, with many of its half-flooded and partially collapsed structures death to enter for the unwary. On Sinophia, a human has no further to fall than to be consigned to the Sinks of ‘thirteen,’ and it is said that anything can be bought and sold here—if you are powerful or dangerous enough to survive the sale.
